In Percussion Legato means you let the stick rebound, like a basketball
3 rules of Legato
You must use enough downward force for the stick to bounce back up.
You must leave space between the back of the stick and your palm, so that you do not trap the stick down, and it can rebound.
You must be ready to move with the stick as it rebounds, so that you do not inhibit the rebound.

Quarter Rest
A quarter rest is the partner of the quarter note. Quarter rests are counted the same way as quarter notes. You "rest", or do not play the counts these are on.
